Research On China Dam Safety Regulatory Framework

Dam safety regulatory framework is established based on the knowledge of dam safety program. This paper introduces procedures, methods and contents of dam safety management. It describes basic elements covered by dam safety regulatory framework. By review of the international practices, it finds out the necessary elements, emergency trends on dam safety management, which can provide references to china dam safety regulatory framework.It discusses the existing problems in China dam safety management according the practices in China. It makes proposals for the improvement of Chinese laws, regulations and standards, especially detailed suggestions for updating "Regulations for Dam Safety Management". Institutional reinforcement is also suggested by speeding up the establishment of dam ownership system and setting up an independent dam safety regulatory agency to enforce dam safety laws and regulations.
