Research On Countermeasures And Problems Of Earthquake Emergency Management In The Three Gorges Reservoir Area Of Chongqing

Reservoir Earthquakes are definitionally caused by activities of rock masses and structures reacted with reservoir water in the period of impoundment in or around the reservoir area and often occur in the place where there was no or few earthquakes in the history.Reservoir earthquake emergency works always become a extremely difficult thing given the characteristics of reservoir earthquakes by shallow sources,strong shake senses,strong destruction and prone to secondary disasters.It would be easy to lead to the public group events if some trifles are not get well handled.By analyzing and comparing the seismicity characteristics in the Chongqing area before and after the impoundment of the Three Gorges reservoir,it is found that a certain background of medium strong seismicity exist in some places of the Three Gorges reservoir areas.Therefore,this research focuses on the earthquake emergency management of Three Gorges Reservoir area in Chongqing,which has a strong social significance.In recent years,the earthquake emergency management of Chongqing Three Gorges Reservoir area has made some achievements,but there are still many aspects to be improved.From the perspective of public management,this research points out the problems in the earthquake emergency management by consulting a large number of relevant materials and field researches,such as the lack of operability of the emergency plan;the lack of linkage between various departments;the reform of the emergency management system is not thorough enough;it is not perfect of the emergency information network systems,the emergency materials management mechanisms,the long-term mechanism of science popularization and publicity;the current laws and regulations cannot meet the needs of social development.Aiming at these problems,according to the idea of "one case,three systems",this research puts forward some corresponding countermeasures and suggestions from four aspects of emergency plans,emergency management systems,mechanism and legal system constructions.The first is to establish and improve the operational emergency plan;the second is to improve the organizational system,improve the social participation system,strengthen the construction of talent team,and improve the seismic fortification level in the reservoir area;the third is to establish a scientific and unified emergency information network system,improve the management and allocation mechanism of material reserves,establish a long-term and feasible mechanism of earthquake science popularization publicity,and accelerate the construction of earthquake early warning system;The fourth but not the last is to improve the legal system construction of earthquake emergency management.These countermeasures and suggestions will provide a significant reference for improving the earthquake emergency management in the Three Gorges Reservoir area of Chongqing.
