Management is the key measure to achieve protect goal of nature reserve. But the management of nature reserve exists serious flaw, such as management goal is unitary, administrative system is chaotic, the management system is not perfect, and so on. These questions influence the goal's success seriously, then natural environment and natural resource in nature reserve can't get effective protect.Why the management of nature reserve has so many problems? The reasons lay in several aspects. Seen from the law itself, the major reason is that existed "nature reserve regulation" belongs to low level law, which has little effect. Furthermore, management idea of nature reserve still extremely falls behind. The distribution of public authority is not well, and the agency of nature reserves hasn't jurisdiction. What's more, the legislative system and many important systems are not perfect. All of these influence effective management of nature reserve.Seen from related law of nature reserve in developed countries, though various economical development level, natural resource condition, environmental protection consciousness in these countries, major countries adopted correspond policy and system under each concrete national condition, then obtained ideal results. Many systems among these are worth learning.Therefore, in order to improve situation of nature reserve in China, we should draw lessons from overseas model and beneficial experience, unify the condition of China, enhance the position of legal in nature reserve management, and transform the existing management mentality. Instructed by the idea of sustainable development, we can implement different policies according to management goal of each nature reserve, rational define public right among various departments, then the right conforms to environment resources characteristic. Through improving administration system, introducing advanced system, strengthening surveillance and enforcement of the law, the legislation of nature reserve can be consummated.
