The Study On The Relationship Between Environmental Policy And Local Environmental Legislation

This paper analyzes the relationship between environmental policy and local environmental legislation with the guidance of general theory about the relationship between policy and law. This paper analyzes the current situation of Jiangsu provincial environmental legislation, and summarizes the achievements and shortness of it. Governments should pay attention to exerting the advantages of law and put forward measures and approaches about how to improve local environmental legislation, as well as take comprehensively both measures of policy and law.The first two parts of this paper summarize the concept and character of environmental policy and China's environmental policy framework, and point out the necessity of China's local environmental legislation. The third part of this paper analyses the general relationship between environmental policy and local environmental legislation with the guidance of general theory about the relationship between policy and law, points out the meaning and conditions of environmental policy legalization, and points out how to realize the legalization of local environmental policy. The forth part analyzes the current situation of Jiangsu provincial environmental legislation, and summarizes the achievements and shortness of it.
