Research On Multilateral Framework On Investment And China's Basic Strategy

With the development of economic globalization, trade barriers are eliminated gradually, the international finance market is in a process of deregulation, and the cross-border capital flows much more freely than before. However, a problem is put forward. And that is , while the World Trade Organization(WTO) is promoting worldwide trade liberalization and the International Money Fund(IMF) is making endeavors to accelerate the deregulation process of international finance market , a general international coordination mechanism on foreign direct investment(FDI) is be in absence. How to establish a new framework on international investment field has been followed with interested by international community, especially by the developed countries .The demand to establish a Multilateral Framework on Investment has been more urgent. With regard to the demand to eliminate trade barriers and strengthen the protection of foreign capital has been urgent, either. Therefore, it is imperative to establish a universal and extensive Multilateral Framework on Investment. This thesis has aimed at analyzing the characteristics and defects of the current international investment framework, and then has forecast the prospects of Multilateral Framework on Investment and explored China's basic strategy.The thesis organized as follows:Chapter 1 analyzes the current international investment framework, including its constitution and general tendency. Furthermore, the thesis points out the main limitations of the current international investment framework that it couldn't get with the high-speed tendency of international investment.Chapter 2 focuses on the development of international investment agreement all over the world. Three typical agreements at regional/multilateral level are chosen for study specially. Relative analysis on the achievements and drawbacks of these agreements is made in this chapter in order to facilitate the discussion about Multilateral Framework on Investment in Chapter 3.Chapter 3 analyzes how to establish Multilateral Framework on Investment, and made a comprehensive study on the necessity and purpose to build a Multilateral Framework on International Investment .Also, the thesis has forecast the prospects of Multilateral Framework on Investment and analyzed its key rules.Chapter 4 mainly discusses the impact that a possible Multilateral Framework on Investment will have on China. This chapter investigates the potential influence of Multilateral Framework on Investment .In addition, some suggestions have been made to the reference of policy-makers. China has become one of the most important investment destinations in the world. It is necessary to learn about the overall trend of foreign investment and the changes of investment rules. Meanwhile, it is important for China to participate in negotiations of Multilateral Framework on Investment issues.
