This thesis takes politics as a clue to study Qian Duansheng's research of politics and political opinion during 1920-1949 from a perspective that academic and political has same value.Qian Duansheng, as one of the founders of Chinese Modern Politics, has some outstanding insights in his politics, as follows: pays a close attention to government, advocates a powerful and high efficient government;emphasizes constitutionalism, studies politics from constitution;pays attention strongly to inspect the implementation of the political systems;tries to find appropriate political systems and constitutional systems for China through research of governments comparing and constitutions comparing. Qian Duansheng once studied aboard in USA and he was influenced by American Politics in his perspectives and methods of studying politics. In the middle of 1930s, he gradually turned to study practical problems of Chinese political and focused on making Politics into Chinese style at the same time.Qian Duansheng's coincidence between academic and political value can be illustrated in many aspects. Facing the tides of State Government constitutionalism, Qian Duansheng claimed that Constitution should not be established urgently. It should be prior to democratic politics to rule by law and emphasized on putting the law into practice. Concerning the decision of the State Government to establish constitution, Qian Duansheng claimed five principles of establishing constitution with a perspective which combined reality and idealism.In the debate between democracy and autocracy, he, deeply influenced by western democratic theories, raised breath-taking autocratic view. But his autocratic view was different, it was a transitional political system in special times aimed to strengthen the government's power on economic control and save the nation from disaster utterly. His autocratic view was not only influenced by American pragmatism but also related tonational crisis and his promotion on powerful government.In the reforming of central political system, Qian Duansheng suggested that reform the State Political Ministry based on maintaining Jiang Jieshi's personal authority in order to strengthen the power of the government and make government running more efficiently. His idea was finally adopted by the government and accepted by a lot of people in many fields because of its compromising and realistic meanings.As a scholar, Qian Duansheng devoted his whole life to political study and research, and he made a great contribution to the foundation and development of Chinese Politics. As a public intellectual out of organization, he focused on government as well as on politics.
