Research On The Implementation Of The Late-stage Supporting Policy To The Three Gorges Migrants

The public policy is a dynamic course of action, which includes making and implementation. Therefore, the study of the policy should be not only academic science but also proceeding science. If policy making was paid attention more in the past time, then with the accumulation of practical experience of policy and the maturation of policy science, we nail down more and more that implementation of policy is the key which decide the external effect of policy. In our country, more and more problems appeared gradually in the course of implementation of policy, with the development of the reform and opening and the public policy science, and which were paid attention by more and more countrymen. Many scholars have discussed some problems of implementation from different angles. This article regarding the research on the implementation of the late-stage supporting policy to the Three Gorges migrants can be regarded as one of those.The late-stage support is not only the important act that carry out the exploiting guideline and the placement policy which combine front-end compensation and late-stage support, but also the effective way to enhance the quality placement, improve the status of production and living and accelerate the development of economy in the Three Gorges Reservoir. The effect of the late-stage supporting policy implementation influence directly the stability of the minds of migrants and decide the result of the Three Gorges Project. Through the investigation of the late-stage supporting policy implementation, at the migrant places in Yichang, it can be found that the living level of migrant families is on the low side and the recovery and development of the economy keep a low speed. Furthermore, the income level not only have leeway with the local residents but also is under the level before migration. By all appearances, the circumstance of implementation of the supporting policy is looking blue. So that, it is very important for the realization of the goal of policy of "stable living, able to enrich gradually", to study on the things of implementation and analyze the problems of value orientation and implementation system, then combining with the analysis of the theoretical patterns and influential factors, put forward the suggestions.The research methods of this article are the theoretical analysis, the real diagnosisinvestigation and the comparative analysis. And this article is divided into three parts.The first part is the expatiation of theory, including to introduce the concerning theory and patterns generally and analyze the influential factors concisely.The second part is the status in quo of the policy implementation. Above all, to introduce the correlative contents of supporting policy, then, analyze and estimate the effect implementation, and find the problems, finally, open out the reasons from the angle of influential factors.The third part is countermeasures and suggestions, "suit the remedy to the case", combining with practice, bring forward specific measures.The innovation of this article is to introduce the theory of policy implementation into the study of the development of the Three Gorges migrants and catch the whole process of implementation. To attach great importance to quantitative analysis, describe every aspect of implementation, summarize the problems, take the reasons apart, put forward effective suggestions. This is an effort of innovation in the fields of the study of the policy implementation and the Three Gorges migrants. It not only reflect on the attention to practical problems of policy implementation, enrich the theory and research methods, but also make up for the shortage of the research of Three Gorges migrants which take the public policy as the main driving method of government's action.
