Study On The Implementation Effect Of The Relocation Policy Of Poverty Alleviation Migrants In X County Of Shaanxi Province

X County of Shaanxi Province is located in the core hinterland of Qinba Mountain Area,one of the 14 concentrated contiguous destitute areas in China.The area is fragile,economic development is backward,and poverty is extremely deep.It is one of the key counties in the province.In the face of the real dilemma of “one party is difficult to raise one person”,local government departments have formulated and implemented various poverty alleviation policies.Although the previous policies have achieved certain results,they have not addressed the core issues of poverty,making local The poor people are always difficult to break the cycle of “poverty – poverty alleviation – returning to poverty – and then helping the poor”.Under the new situation of precise poverty alleviation,the Chinese government has vigorously implemented the “six batches” plan to get rid of poverty.Among them,resettling a group of poor people through resettlement has become the most direct and effective means to promote accurate poverty alleviation policies in the context of new urbanization.X County,Ankang City,Shaanxi Province,based on the local conditions,actively responded to and implemented the national immigration relocation policy,and tried to make the local poor people “too poor and ruthless” through the relocation of immigrants,and completely cut off the chain of poverty and return to poverty.The implementation of the immigration relocation policy is of great significance to the local people to improve their living conditions,get rid of poverty,and live a well-off life.However,the implementation effect of the immigration relocation policy is in the end.Whether it achieves the goal of “moving,securing,and getting rich” and what problems exist in policy implementation and how to improve the efficiency of immigration relocation policies are worthy of further study.Based on the actual situation of the implementation of the policy of relocation of poverty-stricken immigrants in X County of Ankang City in southern Shaanxi,this paper analyzes the effects and existing achievements of X County in implementing the national poverty alleviation and resettlement policy through the combination of theoretical research and field research.The problem,and by analyzing the specific reasons,put forward corresponding countermeasures and suggestions.The core content of the article mainly includes the following five parts:The first part is mainly about the research status and related theoretical basis of the promotion of poverty alleviation and resettlement at home and abroad,including population migration theory,governance theory and sustainable livelihood theory.The second part is the current implementation status of immigration relocation policy in x County,including the basic situation of x county.The situation of the county,the progress of policy implementation and the satisfaction analysis of the relocated households;the third part mainly analyzes the problems in the process of resettlement of X counties.Through actual investigation and research,it is found that the displaced immigrants have different problems in economic income,resettlement compensation,infrastructure and community management,later support,and social adaptation.The fourth part analyzes the causes of problems in the implementation of resettlement policies.There are mainly lack of economic sources,narrow employment channels,bottlenecks in land resources,and backward levels of community management.The fifth part is to improve the efficiency of the resettlement policy,mainly including increasing the industrial development of the resettlement area;Scientifically manage land,realize the balance of land use and compensation;improve the social security system and improve the development of immigrants themselves Ability;innovative community management,improving the social adaptability of immigrants and strengthening supervision;reshaping the grassroots administrative ecology.These measures have great practical significance for improving the satisfaction of local people and helping to overcome poverty.
