More than 20 years has passed since the Chinese historical reform from the end of 1970s, during which under the leadership of the Party, our country has witnessed a great transformation from a countryside-agriculture society to a city-industry society, from an inward and self-close economic system to an opening and internationalized one. And we have created a miracle of an unwonted and persistent prosperity in economy in Chinese history as well. But at the same time, we are going through a crucial period of "economic transformation" and "social transformation", characterized by a high frequency and large scale for the outbreak of crisis accident relating with multifold fields. At present, we have accumulated some fruits in the study of Chinese government's crisis management and some experiences and lessons in the practice of it. However, we can find out clearly that for our government in the economic and social transformation period, how to deal with all sorts of the crisis accidents effectively and in due course has been a great challenge that the Chinese governments on all levels should attach great importance to in the years to come.This paper bases on the present situation of China and uses the advanced experiences of foreign government's crisis management for reference. Based on the latest academic studies for Chinese present government's crisis management, this paper can hold the status quo for Chinese present government's crisis management accurately and it combines the existing government's crisis theory with the practices both at home and abroad. It analyses the crisis management in time sequence and discusses Chinese crisis management in transformation period conductively.Four sections are included in the paper. Section One introduces the significance of the research, the restriction for the concept, the up-to-now related studies and the aim and the method for this paper. Section Two analyses Chinese government's crisis management in time's sequence based on the analysis of the basic structure for the government crisis management. Section Three summarizes the experiences of foreign governments' crisis management based on their own experiences. Section Four expounds the status quo and construction for Chinese government crisis management in the transformation period in time's sequence, through which goes a clue of crisis caution, crisis reaction and crisis recovery.
