The Great Britain has witnessed a long history of the development of the third sector. And the third sector plays an important role in almost every aspect in the social life in the UK, which is totally different from that of the public sector and the private sector. The British government signed the Compact on Relations between the Government and the Voluntary and Community in 1998. The unique pattern, which is based on mutual trust, mutual supervision and transparence, and the powerful support from the government ad hoc, are the crucial reasons why the third sector could be so flourished in the UK.This paper is going to make a comprehensive analysis of the Partnership between the government and the third sector, thus indicate the valuable enlightenments to China. We can definitely learn some experiences from the third sector in the UK, so as to construct the Partnership between our government and our third sector, during building the harmonious society. However, this dissertation endeavors to explore the available paths for the development of the third sector in China, with taking the real situation of our country into consideration seriously, for the obvious differences of political, economic, social and cultural between UK and China.The development of the third sector is able to boost the government reform, equally, the reform of government could create a favorable existing environment for the third sector. Nowadays, lots of countries value the third sector issues highly. They pay special attentions only to the theory, but also to the practices. Recently, it is ultimately urgent for China to realize the relations between the government and the third sector and construct the Partnership between them. All of these actions are meaningful to the theory and practice without doubt, especially when we are undergoing the social transformation now.
