The Study On The System Of Correspondence And Visitation From The Aspect Of News Media

Correspondence and Visitation means letters and calls since it was born, i.e. by way of letters, telephones and visitation, citizens, corporations and other organizations give some reports, suggestions and opinions, which should be legally dealt with by the concerned administrative departments, to government sections of all levels and the administrative departments above county level. Therefore, as a "weatherglass" to reflect the relations between government and people, it still existed after various political periods, during which its shapes and functions were gradually changing from reporting, suggesting and requesting to receiving appeals and conducting administrative relief. Thus a lot of social problems and contradictions accumulated in Correspondence and Visitation departments and resulted in serious effects and wide concern, which put the reform of Correspondence and Visitation system and even its cancellation into agenda. Society put focus on the several questions whether the system should be reformed or canceled; if reformed, what its orientation should be and how.This paper introduced the reforming history of Correspondence and Visitation, its variance and political measures, and compared them with those similar systems of other countries. Then it investigated the software and hardware of present news media, especially the audio media, and social circumstance. On the base of the above, it suggested a reform tendency that correspondence and visitation should be combined with news media to create a new visual and audio interspaces.After all, the social problems represented by Correspondence and Visitation department resulted from various and complex reasons that might be either from system, mechanism, law or culture. It was unreasonable to ascribe the loss of government prestige and the decline of judiciary authority to the system of correspondence and visitation. In May this year, government showed its determination both in the Statute of Correspondence and Visitation and in the coming national Wide Correspondence and Visitation Activity of police.
