With the improvement of legal civilization and the increase of people’s rule-by-lawawareness, nationals’ initiatives have been on constant rise. The investigative bodies,in close relations with people’s daily life and conducting confidential investigativeactivities, are always in the public focus. The media, a platform that engages incommunication and a channel whereby the public access the information about thegovernment, exerts a great influence on the investigative bodies. Unchecked powersmay foster corruption, and the investigative body as a state machine, is invested withpower to investigate the cases and arrest the suspects, a power the exercise of whichbears deep relationship with the benefit of the public. It is self-evident that theinvestigative power should come under the restriction and supervision from manywalks of life, among which the media stand as one.“Serve the people” concept is the basic value shared both by the investigativebodies and the media, and it provides the basis for harmonious and positiveinteractions between the investigative bodies and the media. The frequent recurrenceof crises during investigation has led to the change in the concept of law enforcement,and stress on the function and role of the investigative bodies. It is of vital andimperative necessity to build positive relationship between the investigative bodiesand the media.The construction of relationship between the investigative bodies and the mediaenvisages the importance of the media. The establishment of the mechanism of pressconference and the improvement of various relevant systems and the relationshipbetween the investigative bodies and the media can help handle the crisis promptlyand effectively. A positive relationship between the investigative bodies the mediaserves as the basis for the investigative bodies to perform their duties and to changetheir law enforcement concept, and for the government to maintain a positive “serviceis utmost” image.This thesis, employing relevant theories on the relationship between theinvestigative bodies and the media, the “service is utmost” concept, and warrant frominstitutions, looks into the disadvantages in the relationships between the investigative bodies and the media and the causes, and by reference to the foreign experiences,explores the mode whereby to establish a positive relationship between theinvestigative bodies and the media. The building of the relationship between theinvestigative bodies and the media requires the “law enforcement is for the people”and “service is utmost” concepts. It also requires the correct media supervision andmedia publicity, and the observation of the principle of cooperation. This thesis findsthat the relationship between the two circles is comparable and further points out thata win-win result is possible if a positive relationship between the two is ensured. Thethesis falls into four parts.Chapter1focuses on the notions of investigation and news report, compares thetwo notions, and points out the opposition-and-unity relationship between the two. Italso analyses the expression of the conflict between the two, hence laying a basis forthe correct understanding of the relationship between the two, and making abreakthrough in finding a method to build a positive relationship between the two.Chapter2relates the ideological basis for building a win-win relationship, andpoints out the expression of positive interaction. The objective and the nature of taskof the two, that is,“service is utmost”, provide the ideological basis for the win-winrelationship. The investigative bodies give the media correct publicity guidance, andthe media give the former publicity monitor. These form the positive interaction.Chapter3introduces the positive forms in which foreign police and mediainteract so as to find enlightenment for handling the investigation and mediarelationship. Instances from Britain, America, Korea and other counties are given.Chapter4explores the methods to realize the win-win cooperation between theinvestigative bodies and the media. In reference to positive foreign experience and inassociation with the specific situation in China, this chapter points out that thewin-win relationship between the investigative bodies and the media is achievable ifthe investigative bodies improve their ideology, quality and relevant systems.
