Currently, China is in a special historical period when reform is being deepened, system and the society are being transformed. As to the administrative system, in order to ensure the development of the nation's public affairs, administrative conducts should be controlled and conformed to regulations. Being an element relative to civil servants, their professional ethics play an initiative and crucial role. Therefore, studying the present ethics conditions of our civil servants, analyzing their failure's reasons and looking for the mechanism building of our civil servants'ethics are of importance to build up a highly qualified civil servants'team and establish efficient, incorrupt government, and they are vital to our country's modernization constructions.This paper consists of three parts in terms of the process of raising problems, analyzing problems and solving problems.In part one, the thesis analyzes connotation and the characteristics of the civil servants'ethics, and it summarizes the ethics standard that our servants should abide by in the present situations. It should adapt to the economic development of socialist market under the guidance of Marxism.In part two, the thesis takes a deep analysis on the reasons of degeneration of ethics based on the current situation, (1) Lack macroscopic restrictedly mechanism; (2) Lack strong supervision mechanism; (3) Civil service systems are imperfect and have a long distance from our country civil service system modernized goal, so need to set up corresponding mechanism completely; (4) Lack the strong education mechanism.
