With the rapid development of the scientific technology and the acceleration of the steps of urbanization and industrialization, the environment disruption to the natural sources done by human beings gets more and more serious. Since the twentieth century, the environment problems have become more and more obvious, and the environmental crimes as well as the environmental public nuisances have happened continually, all of which have greatly threatened the human lives, the security of property, and even the social and economic development. Facing this, the issue on how to conduct an effective blow on the international environmental crimes and to prevent this kind of crimes becomes a point that each nation and even the whole international community have to pay attention to. Viewed from the perspective of criminology, this thesis discusses and analyses the current situation of the counter international environmental crimes in the aspects of litigation, administration of justice, social prevention and cure, and points out the problems and defects of the international community in dealing with the international environmental crimes. Based on the analysis above, the corresponding prevention and cure countermeasures are proposed.This thesis has three chapters. The first chapter begins with the guidance principles of the sanction and prevention on the international environmental crimes, and discusses the comprehensive administration principle, cooperation principle, and the ecological principle. The guidance principles of the sanction and prevention on the international environmental crimes go through the legislation, administration of laws, and any other extrajudicial activity, which are the principles of directive functions to strike and prevent this kind of crimes. These principles bear a theoretical and practical value for the study on establishing the system of international environmental crimes prevention countermeasures, and point out the direction for the administration actions.
