The problem of peasant-workers is a very important issue that is relative to the economic and social development of modern China. Social exclusion is the source of this problem. System factors and non-system factors are two aspects that result in social exclusion and this thesis pays special attention to the former that is to study the social exclusion problem of city peasant-workers from system aspect. This passage mainly uses the social exclusion theory of Kabeer and the positive data from the writer's talking with some peasant-workers to answer the following questions: under the background that our country is in the course of the economic and social structure transformation, why peasant-workers are excluded by the census register system and what are the results of this institutional social exclusion and how to reform this system and lessen the above exclusion with a view to meet the demand of the development of the society.Through the analysis of the contents of dualistic census register system and the regulations of peasants'coming into town that changed from the establishment of our county hitherto, this research consider that peasants have been excluded by the dualistic census register system which was carried out so far is the root of the social exclusion of peasant-workers in cities. For a start, it makes city closed by carrying out the dualistic census register system with a view to restrict the peasants from getting into cities to work and using resources in cities. As this census register system is connecting with a lot of social rights, such as employment,welfare,education, etc., peasant-workers cannot enjoy equal rights with townspeople even under this circumstance that some regulations on peasant-works coming into town has been loosen by reform and opening to the outside world.
