The Study Of American Government CIO System

During the development of our country's E-government ,there appear many problems, which are caused by many reasons ,and our country's imperfect informationization leading system is one of the main reasons,so many scholars suggest reforming our country's informationization leading system, some of whom put forward establishing our country's government CIO(Chief Information Officer )system ,but most only simply analyse the reasons why our country needs to establish government CIO system. this article mainly analyses and studies American government CIO system, including the reasons of establishing system, the development process ,the framework ,the function and effect ,etc. At the same time ,the article analyses the situation appearing during the establishment of our country's present E-government, and finds it is similar to the situation under which America established government CIO system, when America got the informationization through the trouble by establishing government CIO system and achieved remarkable success, based on this, the article analyses the difficulty which our country will have in establishing government CIO and put forward the conception of establishing our country's government CIO system. According to the objective reality the purpose of comprehensively studying American government CIO system is to give some advice on how to establish our country's government CIO system. The article includes four parts.The first part mainly analyses the reasons, the developing courses and character of American government CIO system. American government CIO system is the inevitable outcome when American government information develops to a certain phase, that is to say, from the phase of managing information to the phase of strategic information management ,when sluggish information leading system seriously hinders the construction of American government information, during which many problems appear.
