Research On Construction Of China Rural Basic Organization

It is no doubt that the village Party branch and the village committee are two important and fundamental organizations in China countryside and two major power organizations in the village political arena. Under Chinese law, two organizations, with the incomparable political advantages than other organizations, deal with all aspects of rural social administration and form the important bed stone of rural political power at the basic Level. As a result, to strengthen the construction of basic organization is to reinforce the village Party branch and the village committee first of all.This paper investigates China rural organizations at basic level, namely, the village Party branch and the village committee. Now, with the stratagem of "building new socialistic rural area" formally triggering and the new policies, such as with the exemption of agricultural tax and the Rural Compulsory Education, steadily promoting, great changes have taken place in rural work, the construction of rural organizations at basic level confronting new problems and situation, which puts forth more and new subject for the construction of rural organizations at basic level. How to strengthen and improve the construction of rural organizations at basic level is not only a vital theoretical subject for us to study and solve, but also a practical problem.This paper examines and studies the former researches to find that the former researches focus on the farmer self-governing organization, namely, the farmers committee, or the relationship between the village Party branch and the village committee, while both are seldom discussed as a whole or study them within the scope of rural social system but not under the whole social framework. Hence, regarded the village Party branch and the village committee as a whole, this paper analyzes why problems arise in the construction of rural organizations at basic level under the whole social framework, and fully considers Chinese social situation currently under historical background of building socialistic new rural area, then investigates difficult positions and challenges that the construction of rural organizations at basic level has to face, so forms correct understanding the position in the construction of socialistic new rural area so as to seek the means and thoughts how to effectively strengthen the rural...
