Research On System Of Administrative Accountability Of Local Government

The essential of democracy is responsibility politics. To implement system of administrative accountability is a landmark for current self construction and reform of political system of Chinese local governments. Although system of administrative accountability of China is on the way from being special act in common crises to rational organizational system nowadays, it has yet lacked for effective institutional supply due to various reasons. This thesis plans to quest for theories and practices of system of administrative accountability in local governments in order to make the actual system of administrative accountability more perfect.In the past, researches on system of administrative accountability were mainly viewed in a macroscopical way and lacked for embedded case studies. This thesis analyzes the difference of theories and material practices of system of administrative accountability between China and the west through comparing based on regulation of conceptions and carding of theories concerned. This thesis studies the practices of the government of Tiantai County concerning administrative accountability in a specific way. Then, this thesis quests for the feasibility and practical meaning of implementing system of administrative accountability in governments of counties, by analysis of four aspects. Finally, this thesis brings forward suggestions and countermeasures to perfect the system of administrative accountability. That is, institutional innovation concerning system of administrative accountability of local governments should be constructed from effective arranging of administration system and system designing of administrative accountability. In real life, to implement administrative accountability is far more complex than theoretic research. There are still many problems to be further studied and solved in the course of perfecting system of administrative accountability.
