| The system of letters and calls is a special means of right remedy made by China Communist Party. In a long time, it exerts the functions of political participation, right remedy and conflict resolving. But since the late of 1990, China was changing from planed economy system into market economy and the process of urbanization accelerated, which caused the volume of letters and calls to rise at all times and lead to the flood peak of letters and calls. It is certain to analyze the reason of the flood peak of letters and calls correctly and design the reformational program of the system of letters and calls.The concept of letters and calls, the activity of letters and calls, the types of letters and calls, and the system of letters and calls are defined in Chapter 1. The evolvement of ancient Chinese system of appeal and the development of the system of letters and calls in the People's Republic of China are narrated in this chapter. Finally, the functions of political participation, right remedy and conflict resolving are analyzed.In Chapter 2, the current predicaments in the system of letters and calls are generalized, and the author analyzes the reasons of predicaments from the system of letters and calls, government construction, people's consciousness and the system of right remedy. According to the predicaments in the system of letters and calls, the thesis introduces the two reformational ideas of canceling or holding the system of letters and calls. Then the thesis explores the reasonability of Chinese system of letters and calls by using cost and benefit analysisBecause the Chinese system of letters and calls has the theoretic reasonability, it is possible to innovate the Chinese system of letters and calls. The central government deals with the problems of letters and calls by three means, which include the system of classifying, the together meeting of letters and calls, and emending the act of letters and calls. The local reformational programs in letters and calls include strengthening the responsibility, implementing the hearing in letters and calls and so on. The experts bring forward three programs, included adding the power of the letters and calls departments, the nomocracy substituting the system of letters and calls, and the mtegrative program.On the basis of estimating these countermeasures and programs, the author designs the innovational programs in chapter 4. This is the novelty in this thesis. The programs include the innovational aim, the innovational principle, the innovational steps. The innovational steps comprise raveling out the flood peak of letters and calls, constituting the law of letters and calls, establishing the Ombudsman of letters and calls. In the innovational process, it needs not only innovating the system of letters and calls, but also perfecting the system of autonomous organization at the grass root level, the system of right remedy and the system of expressing people's benefits. |
