The Research On The Problems And Solutions Of Administrative Implementation In The Less Developed Regions In The West Of China

The report of The Sixteenth National Congress of the CPC has once pointed out continuing to push forward the government organ reform requests the principle of the simplify, unify, effect and moderation mutually of making-policy, implementation, inspection. Based on the administrative management, the link-administrative implementation is a key. However, the dramatic problems of administrative implementation in the less developed regions in the west of China have turned worse, opposite to the flourishing regions. According to this, by combining the theories and the fulfillment, there is very important theoretical worth and realistic value to try to research the administrative implementation problems in the less developed regions in our west. This thesis, with systematical science principles and relative management theories, by use of comparison of analysis, substantial evidence analysis and combination theories with fulfillment, inquiries wholly into the problems of the administrative implementation in the less developed regions in the west of China, then puts forward the actual solutions of them.This thesis is divided into three parts. Part One overviews the theories of implementation in domestic and international regions and has a definition of the administrative implementation in the textual application, of its basic content and of impact factors etc.. Part Two refers to the challenge of the less developed regions confronting the new situation, the problems about its implementation and its development trend. With the situation of the west of China, it tries to find out the reasons that the problems of the administrative implementation have taken place at present through the comparative analysis, the real diagnosis analysis. Part Three, combined the relative theories of implementation and its newest achievements with the application of the theories in reality, puts forward some actual advice and solution of the implementation problems in the less developed regions. For one thing we should improve the conditions of internal factors of the administrative departments. For the other thing, the local governments in the less developed regions in the west of China should fulfill the duty which creates the wonderful external environment of the administrative implementation in our western areas.
