Political civilization as an integrity is composed of political system civilization, political activity civilization and political ideology civilization. The political system civilization is not only the core of the three, but also the important symbol of evolvement of the political civilization and even a symbol of the entire human civilization. It is an essential target to our socialist country that socialist democracy could realize its institutionalization, standardization and procedure. Therefore, it is theoretically and practically significant to strengthen the research on political system civilization. Out of the knowledge, the thesis intends to find the approaches to promote the political system civilization through the analysis of problems of the political system civilization such as the development process, achievements, limitations, etc.The thesis includes three parts.The development process and achievements of the Chinese political system civilization are expatiated in the first part. The leadership of the first generation of CPC with Mao Zedong as the core combined the theories of proletarian dictatorship of Marxism with the practices of Chinese revolution, consequently, people's democratic dictatorship theory was formed and the fundamental political system was established; The leadership of the second generation of CPC with Deng Xiaoping as the core gave full play to the superiority of socialist political system, put forward that socialist modernization drive includes both the socialist material and spiritual civilizations, and conducted an arrangement of the reform of political system.
