Corruption Indicator Measuring

The construction of China corruption indicator aims at measuring the degree of China corruption and providing basic information in order to carry out policies of probity anti-corruption. In this essay, the writer begins by scientifically defining China corruption, comprehensively compares several corruption indicator used at home and abroad including CPI, BPI, and FCI, and finally put forward the construction model and estimating system of Corruption Indicator (CI) in accordance with the real situation of China corruption. Also in this thesis, in order to measure and estimate the present situation of corruption in TaiZhou in the year of 2004, the writer organized the corruption indicator of Taizhou for 2004. Corruption Indicator has three main functions: Firstly, the cross section comparing, different areas and regions can be compared according to this indicator; Secondly, the time array comparing, the indicator can dynamically measure the degree of China corruption and the effect of the anti-corruption effort; Thirdly, a much more effective social estimating system can be established on the base of both subjective and objective indicator. In the aspect of normative economics, China corruption indicator can directly evaluate whether a social phenomenon is good or not. During the process of policy construction, a theory is put forward to ensure the reliability of the indicator. That is the work of gathering indicator samples, collecting data, setting the right balance, and so on, should be carried out by the unconcerned objects like research and stat departments.
