The sea is adjusting the global climate, creating natural environment for the mankind. The marine life resource is the important source of human food. The mineral resource in the sea is the raw material base for the social material production .The sea is the basic passage connecting each continent and is the new space for the mankind's existence and development. It provides abundant water resource for the humanity and has good prospects of renewable energy. It is also abundant in tourism resources. The ocean relates to the national security and is the basic domain which carries out national politics, military strategies. There are still other important values, such as medicine resources, building material resources and resources for scientific research. These values and benefits, realistic or latent, urge the sovereignty states to fight for the rights and interests of the sea. The increasing request causes a campaign for the sea rights. This campaign aroused the oceanic consciousness of all countries. There comes a period of investigation, exploration, research, development, utilization and management. The sea legislation and law enforcement are being strengthened. The government of China ratified the United Nations Conventions on the Law of the Sea in 1996. Before and after this, it has enacted some laws, regulations and rules of the sea. But most of them lack of implementation and cannot be well enforced. On the other hand, there are some big problems in the law enforcement troops construction, the law enforcement system design, as well as the equipments and facilities. All of these can't well adapt to the modern law enforcement of the sea. Under this background, this essay carries on thorough analysis to the present situation of Chinese sea rights and interests. It elaborates some important sea rights by studying and researching the United Nations Conventions on the Law of the Sea. This essay puts emphasis on the comparison with the United States Coast Guard and Japanese Coast Guard, discussing and learning from its advanced marine organization construction and law enforcement experience.
