The Establishment Of A System Against Corruption From The View Of Rule Of Law

The problem of corruption has been the focus of society in our country. The corruption is considered as the behavior that the office-holders misuse the public authority for getting expedience. The essence of corruption is the authority's dissimilation. The authority corruption finds expression in many phenomena that the subject of public authority figures for expedience in a variety of ways. In the article I probe into the inner origin of corruption and look for the countermeasures of corruption by analyzing the history of counter-corruption. The different societies are different in the method of counter-corruption. The concept of Rule by Law advocating in modern democratic society and the interrelated political system play an important role in counter-corruption, and this is a distinguishing feather of counter-corruption in modern society. Some inherent attributes of authority and the human weakness are the vital roots of corruption. So I make the public authority, the subject of public authority and supervision over the public authority as the object of studying. The public authority should belong to all of the people at the principle of popular sovereignty and the only origin of the public authority is all of the people. The popular sovereignty emphasize that all authority belong to all the people, but it is impossible that every people hold the authority so there is a possibility of corruption.
