The third Plenary Session of the 18th CPC Central Committee puts forward that "We must build a power-exercise mechanism featuring scientific decision-making, resolute enforcement and effective oversight. We will improve a system that combats and prevents corruption, promote political integrity, and see to it that officials are honest, the government is clean, and political integrity is upheld." It is clearly put forward the requirements for standardizing operation of public authority. The focus of this paper is the regulation and control of public authority since the reform and opening up. In this paper, an attempt is made to identify a proper way for the regulation and control of public authority in China via analyzing its anti-corruption efforts of different period since the reform and opening up. By doing so, it is hoped that an theoretical support can be provided for anti-corruption campaigns to be systematic and law-oriented on a regular basis.In this paper, the historical process of the regulation and control of public authority since the reform and opening up (1978) is divided into three stages:preliminary exploration of the regulation of public authority (1978-1992); better systematic control of public authority on a progressive basis (1993-2002); the building of the "new normal" of public authority regulation (since 2003). In this paper, the background and form of derangement of public authority in each and every period will be reflected respectively. Then, best practices and lessons of each period will be presented by reviewing China’s efforts to combat corruption through regulating public authority. At last, the developments of China’s efforts to regulate and control the public authority for preventing corruption since the plenary session will be discussed, with a view to identify how to promote a clean political ecology featuring better power structure, strengthened supervision of power, and systematic regulation of the exercise of power.
