Constructing Chinese Administrative Culture In View Of New Public Management

From 1970s, the theory and practice of the western public management have made great changes with the coming of globalization , informationization and the back industry society. In 1980s, the English Thatcher government and the American Reagan government set off huge tidal wave of the public sector reform in public management fields, which educed the new public management movement. The movement not only changed the practice mode of western public sector management, but also changed the theory form and knowledge system of western public sector management. Also it succeeded in innovating the administrative culture. The core of innovation is to import the market culture into the public sector, and combine the market culture and the public culture. So the new public theory and the new market theory came into being, which lead to the great transform of public sector's administrative value concept, administrative organization culture and administrative rule concept.At the same time, China has established socialism market economy after 20 years development. And she is transforming from government control to market control in politics. In the process of transform, the government rule mode has been made changes. Its function of public management and society service has been strengthened more. As the soft organization and structure of an administrative system, the administrative culture can't play the role of normalizing the administrative organization and administrators' thoughts and behaviors any more, and it has prevented the transform of administrative system at a certain extent. Whether the transform of administrative system, or politics reform, economy development, society flux and culture renovation, request reconstruct administrative culture to adapt and impulse the social development. The scholar inside paid more attention to the concept, function, effect and innovation of the administrative culture, they also acquired much production, while few people combined administrative culture and new public management in new historical condition.This thesis used the western scholars' theory of scanning new publicmanagement from cultural view for reference. They explored the adscriptionof public management, found the cultural meaning of public management,sought for the production of optimizing public management's cultural support,and formed the cultural consciousness of public management. Firstly, mythesis analyzed the concept of administrative culture at present. Secondly, itcompared three administrative cultures: we should purify from the Chinesetraditional administrative culture, choose the western administrative cultureand reform the new China administrative culture. Then this thesis introducedthe basic instance of new public management and the status of Chineseadministrative culture with the impact of new public management. On thisbasis, this thesis pointed out the characteristic of Chinese administrativeculture in the new public management background: service> democracy>justness ^ validity ^ innovation and nomocracy. Last but not least, my thesiselaborated several paths to construct Chinese administrative culture in newpublic management view: improving cognition is the precondition;theoryresearch is the precursor;administration reform is the key;system innovationis the guarantee;mentality education is the foundation;environmentconstructing is the condition.
