Research On The Legalization Of Comprehenxive Management Of Public Security

Comprehensive management of public security (CMPS) must be ruled by law. To achieve the aim of CMPS ruled by law, we must enact law, construct and improve the law of CMPS as well as intensify the enforcement of law to maintain the authority of law. At the same time, the relationship between the leadership and policies of the China Communist Party (CCP) and the rule by law of CMPS must be properly understood and dealt with. Also, the relationship between "The Rule by Law" and "The Rule by Virtue" must be correctly coped with.This paper is divided into three parts: the introduction, the main body and the conclusion. And the main body is divided into six parts: the first part demonstrates the importance of the rule by law of CMPS from the angle of the ministerial party belief, management manner and ability, and from the angle of standardization, systemization, and scientization of CMPS, as well as from the solution of CMPS deep contradiction. The second and the third parts analysis the present situation of legalization of CMPS, and demonstrate how to construct and improve the department of CMPS. The fourth part puts forward the detailed measures and solutions. And the fifth part emphasizes the importance of the leadership and policies of CCP in CMPS. The sixth part discusses the importance of intensification of socialist moral construction and the role of 'The rule of virtue'.
