Reflections On The Public Security Contracting In China And The Construction Of Legal System

China is currently in a period of social change.With the gradual development of social reforms,the contradictions between different social strata have deepened and the mobility of the population has increased.This new era of security and security has brought unprecedented challenges.China faces difficulties and complex social security and counter-terrorism situations,and social security guarantees have triggered structural supply and demand.On the one hand,due to the lack of long-term civil service establishment,the lack of financial resources and the generalization of police functions have all contributed to the formation of traditional security forces,so that the provision of social security services has always been lacking.With the rapid development,citizens' demand for social security is becoming more and more complicated and specialized.The demand for social security is increasing.The traditional basic social security supply cannot satisfy some groups.Therefore,I hope that the idea of public sector reform(public security organs)and traditional public safety management strategies will not effectively maintain social order,so we must pay attention to the important and indispensable role of the public in maintaining social order and security.In fact,historical studies and empirical studies have found that there are various ways in the society that have adopted a large number of public-private partnerships represented by “security contracting” to solve structural problems in the security field.It introduces public security management agreements and market mechanisms into public security affairs,breaking the old tradition of providing public security methods adopted by the government unilaterally,solving the problem of insufficient police force,reducing administrative costs,and mobilizing citizens to participate in public security management,achieved a lot of positive and effective results.At the same time,public security contracting has caused a lot of controversy since its beginning,and many problems are not unconventional.For example,how to carry out public security contracting without the guidance of the law,how to allocate contracted funds with the participation of multiple subjects,how to position the public security or gans in public security contracting,etc.There are also problems such as the abuse of power and the burden of contracting the burden of civics,which hinder the development of public security contracting as a model of social governance innovation.After t horoughly interpreting the concept of public security and contracting,this paper proposes that “security contracting” is a concept that has both an overview of theory and a practical phenomenon,including both the practice model of public security contrac ting and the provision of other public services to private allocation in social practice.The situation of the mode.This paper sorts out the situation in the practice of public security contracting throughout the country,categorizes the current mode of operation,finds out the problems in current practice and discusses the most important issues in the dispute.Under the premise of acknowledging that public security contracting has achieved important results in society,it has studied the development direction and perfect methods of public security contracting in the current social transition period.The full text is divided into five parts: The first part explains the research background,research objects,research status at home and abroad,research methods and approaches,and the theoretical and practical significance of the research.The second part summarizes the actual operating conditions and existing problems of public security contracting.The third part discusses the theoretical basis of public sec urity contracting,the necessity of reality and the legalization.The fourth part summarizes the current practice of public security contracting in the United Kingdom and the United States.The fifth part discusses in detail the specific path to realize the legalization of public security contracting.Under the premise of acknowledging that the public security contract has achieved important results in the society,through the legalization construction model of public security contracting,the development d irection and perfect methods of public security contracting in the current social transition period are studied.Based on the current literature and the research on current public security contracting agreements,this paper conducts an in-depth analysis of the theory and practice of public security contracting through the research methods of literature research,deductive reasoning,inductive reasoning and comprehensive analysis.It can provide a useful reference for the conclusion and promotion of China's current public security contracting.
