In the Constitutionalism field of vision, the Bureaucracy is very dignified. As a political weight, it moves its scale continuously in the practice of administration to carry out constitutional goal. Politicians and scholars become aware that follows the people's standard, is the basis of maintaining this balance, Any contemporary state power should obey the goal, and the Bureaucracy is also such on the values of regime. But in the western long history evolution, the Bureaucracy makes, once appeared the constitutionalism vacancy under the earlier period despotic background, the value confusedly. The capitalist revolutionary succeed with the inspiration of Athens'trial ,From that on, the Bureaucracy has been the main currency in the word .under the huge political system, The western nation walked into the information time by the industry society. In the nearly half century administrative practice, this system tool rationality had surmounted the value rationality; enable it to deviate the Constitutionalism and falls into to the difficult position which could not be extricated itself.
