| In recent years, "Sudan" duck, clenbuterol poisoning and many other accidents from the safety of animal products frequently appeared. In 2008, the exposure of Sanlu milk powder incident was simply an unprecedented catastrophe for the dairy industry, and at that time "melamine" made the people shun. These incidents are harmful for physic and psychology of many consumers, and then the consumers begun to have a major concern on the safety of animal products.To effectively solve the outstanding issues about safety of animal products, comprehensively enhance the quality of animal products, and ensure the safety of the people, we must improve the legal system and operating mechanism in accordance with our province's facts.In view of this, this paper analyzes the origin theory of quality and safety of animal from the law, economics, management science and other multi-disciplinary perspective, using the value of security theory, interests and the mechanism of interests theory, the right to subsistence and development theory, market regulation theory, and recognizes that breeders, processors, marketing, etc. based on "bounded rationality" of "economic man" and pursuers for different interests are difficult to carry out effective prevention of risks, while there is a serious asymmetry of information in market, leading to frequent animal safety issues.Second, the quality of animal products and safety management system in United States, European Union, Brazil, and domestic cities:Beijing, Hebei and Anhui Province are investigated respectively. Many of their measures are worthy of study and reference, and can be experience and enlightenment to the Animal Product Quality and Safety in Hubei Province.Third, the article makes an empirical survey of the development situation of livestock and livestock products in Hubei, and at the same time learns more about the laws and regulations of quality and safety of animal products in our province, defines where the problem lies, such as flawed legislation, incomplete security system, imperfect management mechanism, the enforcement of systems not enough, and identifies the problems and causes about quality and safety of animal products in our province.Finally, against the above-mentioned problems, based on the experience from home and abroad, fully used the various theories, the article proposes the basic principles to improve quality and safety of animal products in our province, including the principle of sustainable development, systematic, comprehensive and coordinated principles. And it makes specific improvement through the pre-prevention system, matter in the management system, post-processing system and proposes long-term mode of operation of animal product quality and safety mechanisms.Animal products quality and safety issue is not only related to the general public health and safety, is also the major issue related to economic development, social stability and harmony. In this paper, studying on legal issues concerning quality and safety of animal products in Hubei Province has a higher theoretical meaning and practical significance. And it will be of great significance for improving the quality and safety of livestock products, enhancing competitiveness of livestock products both in the domestic and international market, and promoting the sustainable development of animal husbandry in our province. |
