Since the reform and opening up 40 years ago,people's material life has become increasingly abundant,especially the extensive demand for meat,eggs and milk.The convening of the 19 th National Congress,China's main contradiction evolved into people's yearning for a better life,and then put forward higher requirements for animal source food safety.However,the frequent outbreak of livestock food safety incidents has forced people to reflect on how to manage more effectively.Based on institutional reform in the evolution of the food safety department as the selected topic background,in the era of globalization under the background of risk society problem,risk management and governance theory as the theoretical basis,using literature research,case study and data analysis,focus on analyzing and exploring and animal food safety risk management present situation,existing problems and improve the path of the design.The innovation of this essay lies in the following aspects.Starting from the risk management theory in the field of economics and the governance theory in the field of public management,this essay expounds the effectiveness and scientificity of risk management for food safety supervision.Second,the research content.The selected case is a large agricultural province in China,and the output of livestock food ranks among the top in China.Third,research ideas.From the main body,system and process of livestock food safety risk management to study the status quo,problems and path design of food safety risk management.This essay consists of six parts.The first part is the introduction,which explains the background of this essay,the problem,the research significance and the literature review at home and abroad.The second part is the related concepts and theoretical tool,the essay expounds the basic concepts and use theory and its applicability and logical analysis,the main established in this essay,from the livestock production system of food safety risk management subject,and the process to study the basic train of thought,and build risk management in risk monitoring,risk assessment,risk communication and risk control of basic framework;The third part is the current situation of livestock and food safety risks in H province,including the basic situation of livestock products in H province in the past four years and the basic situation of risk management in 2018.The fourth part analyzes the main body,system and process problems existing in the management of livestock and food safety wind in H province.The fifth part is the research and path design of livestock food safety risk management,which improves the system,subject and process of livestock food safety risk management.The sixth part is the summary of this essay.
