Nowadays building a harmonious society is a hot topic. What's aharmonious society? The harmonious society is a kind of ideal socialappearance, people have looked forward to and pursued it. In the economicand social reform of more than 20 years, Chinese carried out the continuouslyhigh-speed growth of the economy, but various conflicts also exposecontinuously, the society presents an unharmonious side. China is confrontedwith increasingly acute potential social unrest caused by disparity indevelopment and distribution, inequality, injustice, and corruption. In such anage, it's the special demand to keep awake of understanding variousantinomies of social problems. Our Country is looking for ideal project thatmay dissolve the antinomy and conflicts. Only having dissolved the socialself-contradicts and social problems can the government harmonize thesociety .In order to resolve unharmonious factors of society, in 2004, theCommunist Party of China(CPC) set the goal of building up a harmonioussocialist society at the fourth plenary session of the sixteenth centralcommittee of CPC for the first time. In February of 2005, the GeneralSecretary of the CPC Hu Jintao summarized a harmonious society as asociety with democracy and rule of law, equality and justice, honesty andkindness, vigor and order, peace and harmony between man and nature. Thisstrategic task reflects the common aspiration of the Chinese people who arebuilding a better life. It reflects the role and value of democracy and rule oflaw in building a socialist harmonious society to put them first of all. Theideal of building a harmonious society marks the maturity of the ChineseCommunist Party as a ruling party with serving the people as its guideline.Ruling of law, is the important contents of the civilization of politics, therighteousness of harmonious society, and also the system that guarantee theharmonious society .This article wants to moderate all kinds of benefitsrelation, dissolve the inner part antinomy of people, support the social safetyand stability, resolve the margin of social member's, resolve the gap betweenthe rich and the poor, that tends extend, etc. So that large people will enjoythe result of reform reasonably. This article is divided into three parts:The first chapter introduces the putting forward of the goal of buildingup a socialist harmonious society.Firstly, the author introduces the accurate understanding of the scientificconnotations of a harmonious society. Harmonious society is a society wherethe resources coexist with it, the society structure is reasonable, the behavioris normal.Secondly, the author points out the unharmonious factors in our countrycurrently: The first one is the unbalance between the development ofeconomy and that of government under law .The second one is theunharmonious factors between people and nature. The third one is theunbalance between income and allotment;The fourth one is unbalance of thedevelopment between city and countryside, also that of regions. The fifth oneis the case that all members do not share the results of the reform. The sixthone is unbalance between the development of material civilization and thespiritual civilization.Finally, aiming at these disharmonious factors, our party put forward agreat ideal, i. e., constructing a socialist harmonious society;it is our partytenet and political pronouncements under the new situation, which issupported by all the party members and people. It is an important andprofound thing. It is necessary to understand the scientific connotation ofsocialist harmonious society when constructing it. The socialist harmonioussociety should contain stability and order, equality and justice, peace andharmony between man and nature, peace and harmony among materialcivilization, spiritual civilization and political civilizations.The first chapter elaborates that the government under law is theguarantee of the construction of the socialist harmonious society.Firstly, the government plays an important role in construction ofharmonious society, which needs the guarantee of the public policy andmechanism, and the intervention of country power. The administration powertouches upon various aspects of societies. Whether the administrationorganization can make proper use of the administration power is directlyrelated to whether the operation of society is smooth, whether the socialrelation is harmonious and whether the social communication is harmoniousor not. In the process of construction of the harmonious society, thegovernment not only plays a role, but also should function well.Predominantly,according to own specialty the government should take on theresponsibility of resolving special social problem of China. The key functionof the government is exerted to support social stability and promote socialdevelopment.Secondly, the construction of a harmonious society needs a governmentunder law. To exert its predominant function, the government should bewell-managed and ruled by law. It can be apprehended from the followingaspects: the government ruled by law emphasizes the order, requirescatholicity and realistic justice of law. The key thing is that the government isstipulated and controlled by law.The third chapter elaborates pushing the construction of the harmonioussociety though strengthening the building of the government under law. Wehaven't done well in this area, which is a disadvantage in the construction ofsociety. Therefore, we must strengthen the construction of government underlaw.Firstly, we should pay more attention to the legislation of administration,which will create a good premise for the construction of government underlaw. The key point is that the government should do more efforts inadministrative legislation of the protection for ecosystem, the allotment ofincome, contracts difference between the city and countryside, and socialguarantee etc. At the same time, we should put forward the supervisionmechanism for administration legislative power.Secondly, the author elaborates that legal administration is an importantpart in constructing a government under law .It is a long-term and systematicproject to push the legal administration and construct a government under law.Only by our joint effort can we reach the goal. It chiefly contains work asfollows: The first thing is to improve the official's ability of legaladministration. The second thing is to regulate the administration function inthe legislation .The third thing is to regulate the administrative act in thelegislation. The fourth thing is to regulate the administrative supervision inthe legislation, involving the supervision from the people's congress, judicialsystem, the inner government and the society.Finally, we should perfect the financial mechanism to guarantee legalgovernment. No law can run alone. The relation between the financeguarantee and legal government is an important problem which is neglectedfor a long period and should cause enough our attention.Conclusion summarizes the article briefly.
