This article aims at the exploration of a new framework for better cognizing and understanding global actors and their interactive relations. There are 6 parts in all including the conclusion part.The first part mainly summarized the background of arising global governance, the concept meanings of governance and global governance and the actor topic choice in this article. As a hot-used word, the arisen of global governance reflected the change of public management model in real human society of nowadays. On the one hand, the governmental institution reform taken the downward transfer of public power as a sign swept more than 120 countries in the scope of internal society; on the other hand, to solve those global public problems, like environment protection, global welfare advancement, peace keeping, and deterring conflicts, would no longer depend on one state or state actors only. Conceptually, the term of governance is the key point of global governance. The difference between the meanings of governance and government is that the former one acknowledges that the actors to manage and distribute public resources include not only governments or state actors but also non-governments or non-state actors, which means those informal regimes and rules may account, while the latter one considers powerful governments or state actors as exclusive actors for managing and distributing, which means only formal regimes and rules are accountable. "Multiple" is the essential connotation of the terms of governance and global governance. We could find three worthy topics to start our research according to a number of academic definitions in global governance: Why topic, Who topic and How topic. This article has mainly focused on Who topic (actor topic).The second part of this article primarily introduced the sorts of global actors and the comprehension to their interactions under traditional thinking framework in international relations.
