General Situation Investigation And Countermeasures Study On The Diathesis Of Civil Servants In Beibei Governmental Department Of District Class

As the governmental workers, civil servant is the principal part in operating national administration. So the diathesis of civil servant would hold the balance in raising the competition ability of an area or a country. In the modern world, both the developed and the developing country have to face the challenges and opportunities brought by knowledge economy and globalization. Raising the strength and innovating to develop ask for more keen-witted, more capable and more efficient governmental administration, and of course much higher diathesis of civil servant.On the basis of previous correlating fruits, this study puts forward the theoretical .assumption of civil servant diathesis composing, according to which the diathesis of civil servant would including the following five parts: diathesis of body and psychology, diathesis of politics and morality, diathesis of knowledge, diathesis of ability, diathesis of idea. Basing on the assumption, this study forms the researching questionnaires, which have quite reliability and efficiency degree, and they can be used as the measure to investigate diathesis of civil servants.This paper includes the following five main parts:Part I Introduction.
