As a principle means to promote the efficiency of the government, the performance appraisal of government departments has been more and more valued and used by the government management. It has been an impetus for improving the quality of government services and deepening the government reform. And it is not only a powerful driving force for government officials’self-motivation and self-improvement, but also a strong boost behind the curtain, which brings the government and the people closer together and enhances the government credibility and image. All in all, the government performance appraisal has already been applied to the government management in every country, and it gradually grows into maturity. In recent years, the study of the government performance appraisal also has greatly advanced in our country. Our country finds the crucial points of the government performance appraisal gradually with the continual exploration and innovation. In recent years, The People’s Government of Jilin Province has developed a unique culture and some methods of the government performance appraisal, through the constant innovation and amendment of the government performance appraisal. It has accumulated experiences, especially in terms of the establishment of the performance appraisal indicator system, while there is still more space for development and progress.The People’s Government of Jilin Province enacted The Measures for the Implementation of the Jilin Provincial Government Department Performance Appraisal in2007, and organized the implemented the measures in the same year. Since the measures were implemented for the past few years, the great results and experiences of the appraisal are achieved by modifying and improving the appraisal indicator system. However, the in-depth study of the performance appraisal indicator system still has momentous significance.This thesis consists of five parts, namely the introduction, the rationale and the definition of relevant concepts, the status quo of the performance appraisal of government departments in Jilin province and the improvement of the indicator system. The first part presents the reasons why the topic of the thesis is chosen, introduces the significance of this thesis from three aspects and the status quo of the domestic and foreign research field. The second part elaborates the rationale and the relevant concepts to develop a better understanding of the thesis. The third part discourses the status quo of Jilin provincial government department performance appraisal including the contents of the indicator system, the major achievements of the appraisal and the main problems in the indicator system at present. The fourth part proposes the improvement of the government performance appraisal indicator system of government departments in Jilin province and expounds the proposed improvement from four aspects, Finally summarizes this article conclusion.
