Local government performance evaluation indicator system plays an important role in guiding its development direction.In recent years,with the advent of the five principles of development concept,many local governments have changed the view of the only "GDP" theory.However,in the actual performance evaluation work of local government,there are still some problems in the design of performance evaluation indicators such as backward evaluation value concept,indicator system chaos,unscientific indicator weight distribution issues.Recently,with the gradual progress of the government's comprehensive deepening of reforms,Chinese government is changing from a traditional regulatory government to a service-oriented one.The concept of a service-oriented government enjoys popular support.The report of the 19th CPC Congress pointed out that it is necessary to "deepen the reform of the institutional and administrative systems" "Transforming government functions,building a service-oriented government that is satisfactory to the people".Through the investigation of the Performance Dept.of Beijing government,this paper finds that the performance evaluation indicator system of Beijing government has some successful experience:integrating supervision and evaluation,differentiating design of common indicators and individual indicators,dynamic management of evaluation indicators and demonstrating people's sovereignty through performance evaluation.However,there are some problems such as deviation of performance evaluation value orientation from service-oriented government construction,lack of systematic standard system,lack of legalization of performance evaluation and unsatisfactory application of performance results.According to the concept of service-oriented government value,the theory of government function and the theory of new public service,this paper designs a performance evaluation indicator system including 7 dimensions:economic regulation,market regulation,social management,public service,legally administration,innovative development and E-Government according to the perspective of service-oriented government's external function and internal management and uses analytic hierarchy process for its weight assignment;In the end,the paper uses data envelopment model to make empirical analysis of 16 districts' performance level of Beijing.
