Research On Constructing Integrated Model Of Disaster Mitigation Management In Metropolis

Various disasters and crises have threatened the safety of metropolises. In the era of globalization, the capability of disaster mitigation management has already become an indispensable competence for the metropolis.Many developed countries adopt integrated model of disaster mitigation management. The conception of integrated model of disaster mitigation management includes five essential elements:integration of laws, integration of organizations, integration of procedures, integration of resources, and integration of districts. The framework of integrated model of disaster mitigation management is formed by these elements, which are connected and integrated according to their status in the model.An obvious gap has existed, between the metropolitan capability of disaster mitigation management in our country and that in developed countries. This gap partly originates from unadvanced technology. But the more important reason is disadvantages of the model of disaster mitigation management.To improve the capability of disaster mitigation management of metropolises, it's necessary to construct integrated model of disaster mitigation management. Some metropolises, such as Beijing, have already begun to explore construction of integrated model of disaster mitigation management. Although this exploration is not perfect, it redounds to upgrade the metropolitan capability of disaster mitigation management.To construct integrated model of disaster mitigation management in metropolises, it should take actions based on innovation of organizations of the government. These actions include: constituting statute of metropolitan disaster mitigation management; implementing"4R"model of disaster mitigation management; constructing integrative resource supporting system; and integrating unified layout and district management.
