The social security system now has been a symbol for civilization development of a country by ensuring the whole society and coordinating social relationship.During china's reform and opening-up, with traditional social security system broken, new social security suitable for market economy system and social development requirements have not been established. There are still many cracks in Chinese social security system for increasingly large migrant population, and accumulating risks.The farmers hunt for work in cities are those who household registration is still framer but engaged in work, business, and other catering industry in urban and suburb. The floating population in china has exceeded 12 hundred million, among which population from rural is about 90 million. It is difficult to enter into socialsecurity whether by urban worker or by rural farmer since they are undefined and boundary social group between rural and urban.Great Contributions have been made by rural floating workers entering into cities, such as increasing national economy, depreciating income gap between urban and rural, reasonable allocating and optional regrouping resource, decreasing industry cost, transmitting of modern civilization to speed rural modernization, training the human capital for our economy development.It is very urgent to absorb rural resident into social security system despite of many difficulties. Therefore, I provide some comparatively and reasonable advises to establish rural social security system.1. In order to realization of social security system for rural workers, series of reform must be carried out. First, employment system must be established strictly. Second, personal insurance fund transmitting measures should be made up. Third, social security fund for farmer hunt for work in cities should be collected.2. We can not make the farmer hunt for work in cities social security system rigidly uniform, but by various measures for different groups at different ranks. First, medical insurance system should be established. Second, subsistence allowance for rural workers must be guaranteed. Third, we can diversify farmers hunt for work in cities into three group according to fixed house, work place and time in urban areas when establish rural workers, and protect them by different system for each.The livelihood for disadvantaged group should be pay attention by fair and just in society. Modern social security is one of public measure in national legislature andthe right entitled to people by law which can represent the fair, all-round and publicity of society. No matter what is faced difficult, social security rights and interests of farmers hunt for work in cities should all be realized. That could reflect the fairness of the society , reflect the government is for the entire people and public.
