Research On Social Insurance System And Its Operational Mechanisms Of Farmer-turned Workers In Hebei Province

With the highly development of city extended and industrialization, large quantities of surplus labor forces swarm into city from country in China, and the people who come from country are . called "Farmer-turned Worker". Farmer-turned workers make prominent contribution in modernization construction of city; however, they can't take various insurances that townsmen have enjoyed, just because of the difference of identity. So it is anxious for their occupation, earning,work condition, living condition and social insurance. In recent years, with economic development of Hebei province, the quantity of countrymen has grown day by day. The lack of their social insurances causes a series of social problems. It is directly connected with economic and social steady, the fine and rapid development of every walk of life in Hebei province and farmer-turned workers' individual interest that if the problem could be solved or not. So there is no time to delay that mending insuring farmer-turned workers' pace in Hebei province.From the actual investigation of the farmer-turned workers' actuality, the research shows that farmer-turned workers' social insurance is in an imperfect situation recently in Hebei. A lot of farmer-turned workers wander out of the gate of social insurance system. The causation has primarily five points. Firstly the insurance policies that the farmer-turned workers could have are still incomplete, and the concrete performances exist deflection between the policies. Secondly farmer-turned workers haven't waken up to be insured. Thirdly the corporations cast about weaseling from their responsibilities of insuring the farmer-turned workers, in order to pursue the economic benefit. Fourthly the social insurance system for farmer-turned workers has not been transferable, so it's inapplicable for farmer-turned workers who float frequently and need to transfer and keep up the social insurance relationship. Finally there are bugs in social insurance management.In allusion to the problem above and farmer-turned workers' characteristics, the research shows that now the essential principle that could solve the problem should be "stratify and classify, boost step by step". Viz. the farmer-turned workers who have taken up a steady occupation can be primarily brought into actual town social insurance system. To establish transitional social insurance system for the farmer-turned workers who have taken up an unstable occupation and after it is ripe, they could be brought into town social insurance system step by step.Thereby, under the frame of town social insurance system, it is designed that farmer-turned workers' social insurance system which contains five insurances, work injury insurance, hospitalization insurance, endowment insurance, unemployment insurance and procreation insurance in this thesis. Further more, it is studied how the system runs. Because it is designed under the frame of town social insurance system, farmer-turned workers' social insurance system has the same running system. So there are some suggestions that could complete the running system in this thesis. Firstly to establish.management system that could manage farmer-turned workers' social insurance system. Secondly to establish a system that farmer-turned workers could transfer and keep up their social insurance relationship. Finally to establish system that is used to connect farmer-turned workers' social insurance system and town social insurance system. At the same time, it is advised to establish supervisory system. Namely, to increase the executive power of actual laws and rules, while to boost legislation tenor. To exam the situation of farmer-turned workers' insurances regularly, and to establish farmer-turned workers' labor union organization, In addition, there are some other configuration measures that could ensure natural running of farmer-turned Workers' social insurance system in this thesis.
