The development of our city changes with each passing day since we enter the 21 century. The evolution of urbanization around the world requires us to strengthen the urban administration. The scale, speed and grade of urbanization have reached to an unprecedented level in the course of the restructuring of economic systems. But many urban problems are still unsolved. So strengthening urban administration has become a significant subject. In such background I wrote the article about the mode of urban administration .1 expatiate deeply about the essence and the history of it. At the same time I study the power and the aspects of the innovation. I try to offer some valuable reference to the theory and the practice of our urban administration through my study.The article is made up of five parts:The first chapter is about some basic conception .So I can clarify the field of the article. Moreover in this part the history of urban administration is reviewed since the traditional experience still works.The second chapter is mainly about the almighty mode of urban administration after our new country set up. After analyze the background and the progress of the mode, I summarize the characters and gave the impersonality opinions. 'The third chapter focuses on the situation of urban administration inpresent. The urban administration in our country made rapid progress after reformation, but we still have problems. In the part I find the sticking points about the problems.The fourth chapter concerns about the driving mechanism of the innovation of urban administration. In this part I' emphasize that the power of innovation include inside and outside causes. City governments play principle role in the innovation as their particular position.The fifth chapter is the most important part of the article. I construct the new mode of urban administration that includes the innovation about the conception the object and the measures etc.
