The government performance management is a kind of government action to monitor and evaluate the result and efficiency during the government fulfills its series of function. Since it emerged in 1980s', it has been concerned by academic scholars and became the important pursuit in the practice of government re-engineering in western countries.In our country, since the science of administration was recovered in 1980s', we have achieved a lot on the research of government performance management. The concerning points advanced with times from administrative efficiency to administrative efficacy, and then to government performance. Moreover, many scholars have made a lot of beneficial exploration on the establishment of performance evaluation mode, institution foundation and so on. Generally speaking, they have made some positive contribution to establish and perfect the institution of government performance management. However, the development of theory is unable to adapt to the demand of practice. In present, the construction of institution system is deficient, especially in the systematic procedure arrangement and corresponding implement mechanism, which made it difficult to put the management tool into practice.Accordingly, on the basis of referencing the theory and research method ofperformance management in western public department, and absorbing the achievements of predecessors' research, I take the system analysis as my theoretical analysis tool, and attempt to do some creative research on the institution innovation of government performance management in the transition period in China. My creative yiew in my thesis is as followings:Firstly, I attempt to construct a relatively scientific and integrated procedure of government performance management on the basis of others' research. Moreover, I tly to progress the procedure arrangement from the scope of technology and method to that of the institution construction.Secondly, I suggest establishing correspondingly independent performance management organizations in National People's Congress as well as in government...
