High achievement is one of basic goals which the government pursues thoroughly. Along with our country administration reform more and more deeply, some experiences and methods are starting to cause domestic government department as well as the administrative educational world attention, which raise the government management level in western developed countries such as Britain and America. As a new tool of performance management, the Balanced Scorecard not only applied in profit organization massively but also obtained remarkable effect in public department.The Balanced Scorecard has overcome the former flaw of performance management, and may carry on comprehensive and systematic strategic management to performance of government management. This article introduces Balanced Scorecard to government department based on the analysis of strategic logic in public department, and takes the Local Taxation Department as the example, embarking from financial, the taxpayer, internal business process, learning and growth four latitudes. Furthermore, according to the Local Taxation Department's special details, it designs a series of causal relation target and constructs a set of complete balanced scorecard system. It has proved that the Balanced Scorecard can not only raise the level of the government management, but also provides a new idea and means for it.
