With the implementation of the public sector target responsibility system, public sectorperformance evaluation system and construction issues also attracted widespread attention,especially the importance of performance evaluation methods and the necessity to obtain ahigh degree of recognition. This thesis study of public sector performance evaluation as abackdrop, explore how to use the Balanced Scorecard tool to create a more effective publicsector performance evaluation system and method to guide the reform of the current practiceof public sector performance.Balanced Scorecard is a condition known as "organization of future performanceevaluation system" management tool, due to its set of strategic management and performancemanagement in one utility worldwide and is accepted by more and more organizations.Founder of the Balanced Scorecard Kaplan and Norton in his book "The Balanced Scorecard-strategy into action" for the first time introduced the Balanced Scorecard government agencies.Then extended to foreign public administration and achieved good results. Our public sectorlearn from the successful experience of foreign government agencies, the use of advancedmanagement tools into administrative system, in line with the trend of scientific managementand to achieve administrative efficiency improvement.This paper aims to raise Gao implementation of the strategy of the public sector, andstrengthen the strategy-oriented performance evaluation, to avoid social welfare, the overallobjective of the service disconnect, allowing the correct organizational performanceevaluation goal-oriented, making the public All members serve the department’s overallstrategy to improve the implementation of the strategy efforts to solve organizational strategyformulation and strategy implementation disjointed, strategic management and performancemanagement bridge the gap. Therefore, this study Scorecard performance measurement inthe public sector applicability conducted in-depth analysis of injury.The main research contents include:(1) explain and learn from Western countries, thegeneration of public sector performance management and development, mainly in the UnitedStates and Britain as the object of analysis;(2) analysis of China’s public sector performanceassessment meaning and necessity;(3) the actual work to explain the electricity sector toimprove application performance evaluation BSC practices and lessons learned andexperience, identify problems, analyze the reasons;(4) proposed a comprehensive evaluationof public sector performance measures, making a comment, raised outlook.Thesis research for the development and application of the Balanced Scorecard, as wellas assess the level of public sector performance improvement has a certain significance.
