The concept of making government information public has been fully developed in 20th century. Each country makes their efforts to formulate this law system. In this way, they can strictly standardize the government's behavior. Meanwhile, the public of information not only satisfy the citizens' right to know, but also satisfy their right to supervise and judge the government's behavior. As a result, the improvement of social democracy has been achieved greatly.The history of China has turned to a new page since the new century.
