On Chinese Township Government Function Adjustment In The Agricultural "Zero Taxes And Levies" Period

In the agricultural "zero taxes and levies" period, township government is as the most fundamental state power in China rural area, and as the bridge between the Communist Party of China and people. Township government reform should be concerned. This thesis first analyses the background of the township government function adjustment , such as agricultural "zero taxes and levies" , work characteristics of the village and operational difficulties of the township government. Then based on the foreign "New public service" theory and the experiences , also from two case analyses of the Hongqiao township and Danxi township administer system reform in Yueqing city of Zhejiang Province, it discusses the premises and principles of the Chinese township government function adjustment. Finally, it puts forward the approach to reconstruct the functions of the public service township government.The township government function adjustment is a complicated process, which is concerned a lot of aspects, and it will be changed with the development of the situation. Therefore, it is wrong to set up a fixed system of government functions. In the morden township government reform, the starting point is to reform the rural work characteristic, not the rural government characteristic. It is not "what do we want", but "what we are wanted to do". During the period of the city supporting the country and urban and rural harmonious development, the township government should strengthen felicitously the functions of the social management and public service, and make great efforts to build a public service township government.
