The human resource management of public sectors is closely related to the improvement of the efficient and excellent public services. Thus the research on the strengthening human resource management in of public sectors is an effective way to enhance the overall quality and capability of human resource in public sectors.As the development and construction of the Yellow River Delta and Shandong Peninsula Blue Economic Zone have been promoted as a national strategy, Binzhou is regarded as a part of the "yellow-blue" Economic development and the main battlefield of the large-scale development in Yellow River Delta, which provides a precious opportunity and challenge to the development of Binzhou city. Since2009, the food and drug administration of Binzhou has been changed from the provincial vertical management system to a management object of local government, while its range of supervision has been expanded to foods, health foods, and cosmetics. These institutional changes and adjustment of function demand more on the quality of human recourses and management of the food and drug administration of Binzhou. Focuses on the human recourses management in food and drug administration of Binzhou, the paper analyzes the food and drug administration of Binzhou during the period of institutional change and the functional adjustment, explores how to improve the human resources management of food and drug administration so as to promote the supervision function and ensure the quality of people’s diet and medication in the economic zone development of the "yellow-blue". The paper suggests to seize the institutional reforms and functions of the adjustment as an opportunity to turn challenges into opportunities, proposes new measures of human resource management so as to explore the establishment of long-term mechanism for food and research human resource management issues in food and drug administration of Binzhou, which will be helpful for the great-leap-forward development in Binzhou.This article contains four chapters. Chapter one:Introduction, which includes the analysis of the research background and significance, Commentary on the basis of the relevant research literature, ideas and research methods of this study. Chapter two analyses the developing process of our human resources management, discuss the characteristics of public service and find out the effect of HR management reforms in Binzhou food and drug administration system. Chapter3:the problems of food and drug administration system in Binzhou. On the basis of the analysis on historical evolution and achievements of human resources management in Chinese public sectors, the paper aims to identify human resource management problems of food and drug administration system in Binzhou City through practical investigation. Chapter4:Based on the requirement of "yellow-blue" economic zone construction, the paper proposes a set of countermeasures to the human resource management problems of food and drug administration system in BinzhouThe main innovation of this paper are as follows:Firstly, a systematic study on the human resource management of food and drug administration system in Binzhou has been proposed for the first time; Secondly, following the requirements of "yellow-blue" economic zone, the paper makes in-depth study of the human resource management of food and drug administration system in Binzhou, which will make contribution fort the harmonious development of economic and social services in Binzhou City.
