Motivating Theories have been practiced in various fields of economy management, especially in HR (Human Resource) department. Nowadays these theories are being thought to be used in PD (Public Department), which will be helpful to consummate our civil servant system, and, also will impulse the innovation of governmental system to boost the administration efficiency PD. Whereas, the effective measure----Motivation----is always be ignored in many works on Human Resource Management in Public Department. In Chapter Ⅰof this paper, the author discussed and evaluated several motivating theories which were cultivated from the economic management in the west, after that, these methods and ideas about motivation exited in the old-aged China. After compurgation these thinking from the west and the east, we will find there are many sameness and difference between them.Chapter Ⅱfocuses on analyzing the environment of Chinese Public Department Human Resource management and development in the contemporary era, pointing out the shortcomings in practice, furthermore, it argued the civil servant system in China. In the last part, on the base of the former two chapters, the author designed the thoughts and ways to establish Public Department Motivating System, which adapt to Chinese developing demands, with a view to the actuality at the present time. The intention is to find out an effective method to faster the Public Department Human Resource management and development, other than the innovation of governmental system.
