Made in the theory with the aid of Max Weber's bureaucratic tool rationality, the civil service regulations was constructed to agree with the need of management practice, and had played a great important part in the industrial time. Along with unceasing development of practice, some flaws inside the system revealed day by day. Based on the bureaucratic theory, Civil Service, which has a huge body, costs enormously and carries a sense of strict hierarchy, is gradually aberrant from the essence of public management that improvements and breakthrough must be made urgently. Since the 1950s, the public administration model has developed and expedited the new public management tide in the west; simultaneously the human-concentrated public human resources management theory started and caused comprehensive replacement and fundamental transformation in worldwide public management. China's public management also unfolded its own characteristic gradually in the transformation, but well-done theory and rare practice didn't match and eventually caused many difficult positions. Among them, the problems in public human affairs had been baffling Chinese government's pace of reform. Under the circumstances of the information time and China's entry into the WTO, besides unceasingly consummating the civil service regulations, some city governments try out the western Government Employee model to ensure government efficiency, fair equilibrium and try to achieve Good Governance.Since the Government Employee system is something new from the west, the scholars' standpoints vary from each angle of view. This thesis goes from the feasible angle of view, discusses firstly the government employee's source, the present situation, and its idea in the west, emphatically elaborates the feasible factor in China to try out the Government Employee system, and finally proposes the idea of developing Government Employee System, by which China's public administration is able to go smoothly.
