The system of governmental employee,which derived from the developed countries in Europe and America,is considered as a new model of human resource administration in public department in the context of global 'New Public Management'.In the past 40 years,the system of government employee gradually has been replacing the traditional employment system thanks to its flexibility and efficiency and has been implemented by the government in a number of countries.The first trail implementation was made by the local government in China,and its promoting exploration in decades enables the reform of human resource system in our country's government.However the existing system of governmental employee in our country has not established as a complete theoretical system,even with regard to its legitimacy.By comparison,the system of civil servant is relatively well established with the issue of Civil Servant Law.On the other hand,the governmental employee system has evolved and become different administration systems,resulting in a large number of problems that have not been solved which involves the ambiguities of participation mechanism,assignment of responsibility,remuneration,employee's living.This article aims at analyzing the need for the governmental employee system,its current status and problems,proposing the improvement for this system in the context of Tianjin Hi-tech industrial development area,which would provide benefits for the management of supernumerary employment in government public department,the appointment system from employee-system to civil servant,the expectation of outsource of public service,the reform of governmental employee system in different provinces.This article consisted of five sections.The first section started with an introduction,which outlined the background,motivation,objective and methods and gave a literature review of the existing studies on government employee system at home and abroad.The second section followed by the theory of government employee system,including New Public Management theory,Contingency theory of Organizational Design,Principal Agent theory and other related concepts.The third section introduced human resource management system of Germany,the United States and New Zealand,also compared and summarized the typical governmental employee modes in China.The fourth section described the background and current status of implementation of government employee system in government employee system,and its positive impact on the development of Hi-tech industrial development area.The final section detailed the problems lied in the government employee system in Hi-tech industrial development area,a proposal of development suggestions,and an outlook of the development of the government employee system.
