Currently, the environmental management pattern in our country is "command and control". It plays an active role in the development of economy and protection of environment. However, as we know, there is no perfect system in the world. "Command and control" is also inefficient under some circumstances because of the "bad fit" between the uniform environmental requirements and the specific characteristics of enterprises. It keeps from not only the improvement of environmental quality but also wastes a lot of money. In order to solve this problem, the Environmental Protection Agency of the USA carried out a project called Excellence in Leadership in 1995. There is little systematical theoretical research on Project XL in our academics. Thus, this thesis aims to analyze the project and find out its valuable points.My thesis includes four chapters. The first chapter is the analysis of the origin of Project XL. It includes the necessity of the "Command and Control" pattern and the encouragement of the "New Public Management Movement". The second chapter is the analysis of Project XL. It explains the main components of Project XL, compares it with Netherlands' environmental contracts and describes Merck's case. The third chapter is to analyze the necessity and feasibility of transplanting Project XL to China. Finally, the fourth chapter is the specific conception of transplanting Project XL.The innovative point of my thesis is to transplant the environmental contract which Project XL represents to our country's culture. Environmental contract which Project XL represents indicates a new environmental management pattern. It is the optimal choice for our country on this stage.
